In this section we discuss the Neskowin Regional Water District’s Rates and Methodology.
Rates Are Set By
- The more volume of water a customer uses, the larger the demand on our system, the higher their bill.
- Water bills are fair and equitable, all customers use the same rate structure.
- Rates are based upon revenue needed to make our water system sustainable in perpetuity.
- Rates will be reanalyzed on an annual basis to insure they are accomplishing the previous three statements.
Water Rates as of 3/1/2024
The District has identified Approximately 3.7 million dollars in needed improvements set forth by our District’s 2015 Capital Improvement Plan. Below is a link to the District’s currently Identified projects and their estimated costs.
The District’s current charge for a new service:
- The price of installing the new service at the Districts cost, meter box, valves, meter, road repair, etc. This cost can be roughly estimated if needed.
- The District’s current System Development Charge of $13,046.22 as per resolution 2024-01

SECTION 1 – DEFINITIONS:
- Low Volume Users
Low Volume Users, any service that has a Daily Water Usage of less than 200 gallons per day.
- Moderate Volume Users
Moderate Volume Users, any service that has a Daily Water Usage of between 200 and 400 gallons per day.
- High Volume Users
High Volume Users, any service that has a Daily Water Usage of more than 400 gallons per day.
- Bulk Water Users
Users that use water from the District’s Fire Hydrants or Bulk Water Stations.

SECTION 2 – WATER USAGE RATES
Daily Water Usage for a Water District customer will be calculated by averaging total water used by the number of days between billing periods.
An average quarter is 91.25 day
An average month is 30.42 Days
- Maintenance and Fire Suppression Fees (MAFS).
These fees allow the District to pay for maintenance on the water system, (for example, pumps, motors, valves, and District buildings). It also allows the District to pay for infrastructure required to provide water for fire suppression, (for example, fire hydrants, fire pumps, and large diameter water mains).
- Low Volume Users will be charged a flat fee of $39.96 per month.
- Moderate Volume Users will be charged the same as Low Volume Users for usage below 200 gallons per day. For usage between 200 and 400 gallons per day, they will be charged $2.22 per 1,000 gallons.
- High Volume Users will be charged the same as Low and Moderate Volume Users for any water used less than 400 gallons per day. For usage in excess of 400 gallons per day, they will be charged a rate of $3.33 per 1,000 gallons.

- Water Usage Fees (WU)
These fees allow the District to pay for general operating costs, (for example employee wages, electricity, and supplies).
- Low Volume Users will be charged $4.44 per 1,000 gallons of water used.
- Moderate Volume Users will be charged the same as Low Volume Users for usage below 200 gallons per day. For usage between 200 and 400 gallons per day, they will be charged $6.66 per 1,000 gallons.
- High Volume Users will be charged the same as Low and Moderate Volume Users for any water used less than 400 gallons per day. For usage in excess of 400 gallons per day, they will be charged a rate of $8.88 per 1,000 gallons.

- Bulk Water Usage Fees (BWU)
- All Bulk Water Users are required to create a Bulk Water User account with the District.
- The charge for using Bulk Water from the District will be $16.65 per 1,000 gallons.
- There shall be no charge to the Nestucca Rural Fire Protection District for the use of water from the District’s hydrants.
SECTION 3 – BILLING DATES
- For all District customers all Maintenance and Fire Suppression Fees and the Water Usage Fees will be billed in arrears.
- Customer bills will be sent every Quarter (January, April, July, October) at the beginning of the month for Low and Moderate Volume Users.
- Customer bills will be sent every Month at the beginning of the month for High Volume Users.
SECTION 4 – WATER TURN OFF AND TURN ON FEES
- There will be a $25.00 charge for turning a customer’s meter valve off during the District’s normal business hours of 8:00 A.M to 4:00 P.M, Monday thru Friday, excluding Holidays.
- There will be a $25.00 charge for turning a customer’s meter valve on during the District’s normal business hours of 8:00 A.M to 4:00 P.M, Monday thru Friday, excluding Holidays.
- There will be an additional $75.00 charge if a customer requests their meter valve be turned back on any time other than the District’s normal business hours of 8:00 A.M to 4:00 P.M, Monday thru Friday or on Holidays.
SECTION 5 – CHECK RETURN FEES
When a check is tendered as payment for a bill from the District, and that check is returned to the District for non-payment for any reason, there will be an additional $40.00 Check Return Fee.
